Yung-Chang Chiang, un membre du Yuan l\u00e9gislatif qui a propos\u00e9 conjointement la loi sp\u00e9ciale, a exprim\u00e9 l&#8217;espoir que la Commission de surveillance financi\u00e8re (FSC) soumettrait \u00e9galement sa version d&#8217;un projet de loi pour consolider davantage le consensus entre les diff\u00e9rents secteurs de la soci\u00e9t\u00e9.<\/p>\n<h2><b>La n\u00e9cessit\u00e9 d&#8217;une loi sp\u00e9ciale<\/b><\/h2>\n<p>Bien que la FSC ait publi\u00e9 des lignes directrices pour le secteur de la cryptographie afin d&#8217;\u00e9tablir des r\u00e8gles d&#8217;autosurveillance par le biais d&#8217;une association industrielle potentielle, ces mesures manquent de force ex\u00e9cutoire. Chiang a expliqu\u00e9 qu&#8217;une loi sp\u00e9ciale permettrait aux autorit\u00e9s de r\u00e9gulation d&#8217;imposer des sanctions administratives aux op\u00e9rateurs qui violent les r\u00e8gles d&#8217;autor\u00e9gulation. En l&#8217;absence d&#8217;une telle l\u00e9gislation, les r\u00e9gulateurs n&#8217;auraient pas la capacit\u00e9 d&#8217;appliquer les sanctions.<\/p>\n<h2><b>Ta\u00efwan<\/b><b> | Exigences pour les plateformes de crypto-monnaies<\/b><\/h2>\n<p>La proposition de loi sp\u00e9ciale sur les crypto-monnaies, initi\u00e9e par Chiang et 16 autres l\u00e9gislateurs, obligerait toutes les plateformes de crypto-monnaies op\u00e9rant \u00e0 Ta\u00efwan \u00e0 demander un permis. En cas de non-respect, les r\u00e9gulateurs pourraient leur ordonner de cesser leurs activit\u00e9s.<\/p>\n<h2><b>Aucun calendrier n&#8217;a \u00e9t\u00e9 fix\u00e9 pour la deuxi\u00e8me lecture<\/b><\/h2>\n<p>Bien qu&#8217;un calendrier pr\u00e9cis pour la deuxi\u00e8me lecture du projet de loi n&#8217;ait pas \u00e9t\u00e9 d\u00e9termin\u00e9, le bureau de Chiang a d\u00e9clar\u00e9 qu&#8217;elle ne pourrait pas avoir lieu avant janvier 2024. Il convient de noter que le mandat actuel de tous les l\u00e9gislateurs \u00e0 Ta\u00efwan se termine en janvier de l&#8217;ann\u00e9e prochaine.<\/p>\n<h2><b>Ta\u00efwan<\/b><b> | Paysage r\u00e9glementaire actuel<\/b><\/h2>\n<p>\u00c0 l&#8217;heure actuelle, Ta\u00efwan exige que les fournisseurs de services d&#8217;actifs virtuels adh\u00e8rent aux lois anti-blanchiment d&#8217;argent introduites par la FSC en juillet 2021.
